THE PARISH COUNCILLORS ARE SUMMONED TO THE MEETING OF LITTLE GADDESDEN
PARISH COUNCIL WHICH WILL TAKE PLACE on MONDAY 10th APRIL 2017
at 8.00pm IN THE VILLAGE HALL

ALL MEMBERS OF THE PARISH AND PRESS ARE INVITED TO ATTEND

Agenda

1. FORMALITIES
(i) To receive and accept apologies for absence and signing of the Attendance Book
(ii) Declarations of interest and dispensations
To receive declarations of interest from Councillors on items on the agenda
To receive written requests for dispensations for declarable interests
To grant any requests for dispensations as appropriate
(iii) Minutes. To confirm as a true and accurate record the minutes of Little Gaddesden Parish Council meeting held on 20th March 2017

2. OPEN SESSION FOR MEMBERS OF THE PUBLIC
The Parish Council welcomes attendance of the public. Anyone who wishes to speak will be invited to do so at the beginning of the meeting in accordance with the policy on ‘Public Participation at Parish Meetings’ (available on the web site). Please could members of the public contributing to this section identify themselves to the Chairman.

3. REPORTS and MATTERS ARISING


(a) To receive a report from Hertfordshire Constabulary – PCSO if attending, otherwise Clerk


(b) To welcome Cllr. Matthew Hargreaves and arrange signing of Acceptance of Office and Notice of Interests - Clerk


(c) To report on the resignation of Cllr. Jim Townsend and the procedure to fill the Casual Vacancy – Cllr. Archer


(d) To note that May 2018 marks the 70th Anniversary of the Gaddesden District VPA – Cllr. Irving


(e) To approve a minor amendment to the Standing Orders - Clerk


(f) To agree how to progress projects identified through the Village Survey - Cllr Archer,

(g) To receive an update on the Ringshall flooding issue – Clerk


(h) To report back regarding the Electrical supply to the Green – Clerk/Cllr. Kelly


(i) To confirm steps taken on the verge opposite the shop including communications – Clerk


(j) To receive a report on parking in the village – Cllr. Kelly


(k) To receive a report on the BBQ proposal – Cllr. Kelly

(l) To consider the quote for additional litter picking from Sunnyside Trust – Cllr. Archer


4. ADMINISTRATION
(i) Correspondence - To receive a summary of any correspondence not already covered in the agenda
(ii) Finance –
a) To approve the schedule of payments and sign cheques accordingly
b) To approve a report on expenditure (April 1st 2016 to end of March 2017)
c) To seek approval to the timetable for the management of the internal and external audits and confirm the Annual Governance Statement
(iii) Planning – To note Parish Council responses given to date and outstanding responses required on the Planning schedule (to be presented at the meeting).


5. Councillor update / agenda items for next meeting - Items raised are for discussion only, no resolutions can be made on items that did not form part of the agenda but new matters can by agreement of the Council be added to the agenda of the next Parish meeting


6. DATE OF NEXT MEETING –15th May, 2017 (note this will be the Annual Parish Meeting plus the Annual meeting of the electorate)

The Council will consider and resolve to approve or disapprove the following:-
HAPTC subscription £637.39 (agreed and minuted Dec 2016)
Clerk & Village Hall Manager – Salary & PAYE for April
Trading Limited – £220 plus vat – Warden Services (April invoice)
MWAgri – £530.50 plus vat Contract payment for April plus wire fence repair
Clerk – Petty cash – £12.60 stationery
Rod Wilson £160 plus vat Tree surgery on the Green
Village Hall Hire £99 no vat
b. Cheques/payments received
LGVH Management Committee - Village Hall Manager salary
Scout lease rent £5
c. To approve the contracted salary increase for the Clerk linked to CILCA training success and the Government Minimum Wage increase for the Village Hall Manageress.
